Indonesia's upstream oil and gas sector is going through a significant transition with nearly 50 production-sharing contracts expiring in 2017-30. This is a high-stakes transition – the decisions made on these contracts will have a marked impact on the future competitive landscape, investment/production outlook, and exploration activity in Indonesia. The first phase of expiries was largely used to increase the upstream role of the national oil and gas company, PT Pertamina Persero (Pertamina), and to move to a gross split/revenue-sharing contract regime that does not allow for cost recovery. There are positive indications of increased flexibility following the 2019 election, particularly evident in decisions related to the Corridor Block extension and approval of the Plan of Development for the Masela PSC. Nonetheless, key questions regarding the second phase of expiries and Indonesia’s upstream more broadly remain, including Pertamina’s partnering strategy, the need for investors to drive frontier exploration, and the outlook for further regulatory change.
