Sunita Dubey, Regional lead and Vietnam Country Representative, The Global Energy Alliance for People and Planet (GEAPP)
Sunita Dubey is the Country Representative for the GEAPP in Vietnam. She has 25+ years of combined experience in the energy sector in South Asia, Southeast Asia, and Africa. She brings extensive international analytical and project implementation experience in renewable energy, energy efficiency, the grid and off-grid sector, decarbonization strategies, energy access, climate change and carbon markets.
Prior to GEAPP, she worked at the World Bank (ESMAP, Africa and Asia Region) and co-led project preparation and implementation on clean energy and energy access portfolio along with climate change considerations and co-benefits in Ghana, Nigeria, Kenya, Solomon Islands and Vietnam. She worked on the Multi-Tier Framework initiative which redefines the way energy access is measure and led implementation in India and Kenya. She was instrumental in co-conceptualizing and bringing together developers under the umbrella of Africa Minigrid Developers Association. She has worked with many non-profit organizations, thinktanks and government and is recognized by colleagues for quality work and ethics, innovative ideas, partnerships with private sector, bilateral and multilateral organizations. She has published a wide range of policy notes, technical reports, articles, and blogs for the World Bank and other organizations.
She has double masters in environmental science and energy policy and is a Chevening fellow.
Vo Le Duy Duc, Director of VinFast Energy Business, VINFAST
Mr. Duc Vo currently serves as the Director of Energy Investment & Development at VinFast, where he leads a team focused on expanding the BESS business in Vietnam and international markets.
He joined VinFast in early 2021 as the Technology Investment Director, overseeing cross-border ventures and strategic investments. In this role, he established strategic partnerships for VinFast in mobility and battery technologies across the US, UK, Israel, and the APAC region. Mr. Duc brings extensive experience in both the investment and energy sectors, having previously worked at VinaCapital - one of the largest Vietnam-based asset management funds, where he concentrated on the renewable energy sector. Additionally, he was a founding team member of SkyX Solar - a prominent solar rooftop business for the commercial and industrial segment.
Mr. Duc holds a Bachelor’s degree in Corporate Finance from the University of Economics Ho Chi Minh City, Vietnam.
Paul Greening, Partner, Jones Day; AIEN Asia Regional Director
Paul Greening advises on international energy, oil and gas, utilities, maritime law, and infrastructure projects across Asia, Africa, Latin America, North America, and the Middle East. Paul has an increasing focus on the energy transition and the role of hydrogen and carbon capture and storage as well as the decommissioning of offshore E&P (exploration and production) assets. He has substantial experience in the liquefied natural gas (LNG) sector, including natural gas and LNG sale and purchase agreements and LNG project development. Clients value Paul's hands-on approach and in-depth understanding of complex commercial and regulatory issues specific to the energy sector. He also handles cross-border energy-related mergers and acquisitions and divestitures.
Prior to joining Jones Day, Paul advised a range of clients, including private equity and fund investors, project sponsors/developers, and traders, on energy and infrastructure-related joint venture and project development and trading transactions across the full energy value chain. He recently advised on the establishment of a joint venture for the acquisition of upstream E&P assets across Southeast Asia; the development of LNG export projects in the United States, Africa, and Australia; long-term LNG offtake arrangements for IOCs (international oil companies); short-term LNG trading arrangements for Singapore-based traders; and hydrogen and ammonia export projects in Australia and North America. His experience also extends into financial restructuring matters in the shipping and offshore services and downstream petrochemicals sectors.
Paul is the Asia Regional Director for the Association of International Energy Negotiators and regularly speaks on energy industry trends and issues, with a particular focus on the role the oil and gas industry can play in driving the energy transition.
Luu Hoang Ha, Chairman, Nami Energy; AIEN Asia Chapter Vietnam Section Co-Lead; Of-Counsel, VILAF; Senior Distinguished Fellow, FSPPM
Luu Hoang Ha has over 20 years counselling Fortune 500 clients in many of Vietnam’s largest acquisitions, concession right negotiations, project development and financing works, disputes, and regulatory audits and controversies. His works often involve complex and demanding legal, political, and diplomatic considerations. He has been instrumental in the formation and drafting of the key policies and regulations for the entire energy chain in Vietnam (oil and gas, traditional power, and renewable energy).
He also founded Nami Energy in 2019 and put together a strong team of experienced investors and professionals to facilitate and invest in Vietnam's energy transition.
Linh Lan Nguyen, Senior Legal Counsel, EDF International Division
Linh Lan Nguyen is a seasoned legal expert with over 16 years of experience, specializing in project legal, contract negotiation, corporate governance and compliance. Currently serving as a Senior International Legal Counsel and Compliance Specialist at a leading French power utility, she oversees legal aspects of utility-scale power projects, including renewables and LNG-to-power, across Vietnam and some South-east Asia countries. Linh Lan also a strong background in the petroleum sector as she has held key legal positions at one of the Vietnam Oil & Gas Group’s affiliated companies, managing high-stakes negotiations and regulatory matters. Linh Lan holds a Master’s degree in International Economic Relations Law from University Paris II – Panthéon-Assas, France and is an active contributor to legal forums and industry conferences.
Nicholas Padgalskas, Asia-Pacific Lead for Oil & Gas and New Energies, ING
Nicholas Padgalskas is the Asia-Pacific Lead for Hydrocarbons and New Energy Technologies at ING, based in Singapore.
He joined ING in January 2023. Prior to ING, Nick was the Chief Financial Officer of Summit Power International, a Singapore-Headquartered company focused on the power and LNG infrastructure sectors, from 2021 to 2023. Prior to Summit, he was an Executive Director in ABN AMRO’s Asia-Pacific Energy team in Singapore from 2016 to 2021, and previously worked at Citigroup from 2007 to 2016 in the Energy Investment Banking division where he was based in the New York, Hong Kong and Singapore offices.
Will Pulsford, Manager Consulting Asia-Pacific, Poten and Partners
Will has over 30 years of technical and commercial experience from large and small E&P operating companies complemented with transaction, due diligence and advisory roles at specialist consulting firms. Will spent the first 17 years of his career with Shell and Chevron in multi-disciplinary asset management roles and interfacing with Joint Venture partners in oil, gas and LNG developments.
Will spent 7 years as Director, Partner and CEO at RISC, an E&P advisory firm providing technical and commercial advice to a global client base and currently manages the APAC consulting team at Poten & Partners, an LNG specialist advisory firm.
Dr. Doan Thi Thanh Thuy, Faculty, Fulbright School of Public Policy and Management (FSPPM)
Dr. Doan Thi Thanh Thuy is a Faculty Member at the Fulbright School of Public Policy and Management, Fulbright University Vietnam. Her research focuses on environmental economics, resource management, and climate adaptation. Dr. Thuy's work encompasses two primary areas: applying empirical methods to analyze and evaluate energy conservation policies and solutions for climate change adaptation, and employing computational models to plan decarbonization pathways in the energy sector.
Before joining FSPPM, Dr. Thuy was a full-time lecturer in Economics at Ho Chi Minh City Open University, starting in 2013. She also served as a credit specialist at the Bank for Investment and Development of Vietnam from 2008 to 2011.
Dr. Thuy holds a Ph.D. in Economics from the University of Hawaii at Manoa, U.S., and a Master's in Public Policy from the Vietnam Fulbright Economics Teaching Program.
Dr. Le Viet Phu, Environmental Policy Lecturer, Fulbright School of Public Policy and Management (FSPPM)
Dr. Viet-Phu Le is a senior faculty at the Fulbright School of Public Policy and Management at Fulbright University Vietnam. Le's main areas of research include various environmental issues and policies in Vietnam, with a special focus on power system designs and renewable integration, energy policy, climate policy, and other emerging issues in the Mekong River Delta of Vietnam. Phu received his doctoral degree in agricultural and resource economics from University of California at Berkeley in 2013, a master's degree in international and development economics from the Australian National University in 2004.
Phu was the principal researcher of the USAID-funded Lower Mekong Public Policy Initiative (LMPPI) which investigated the water-food-energy nexus to facilitate public policy dialogues on environmentally sustainable economic development, raising agricultural productivity, and improving household livelihoods in the five countries of the Lower Mekong Basin, including Cambodia, Laos, Myanmar, Thailand and Vietnam during 2014-2018.
Nguyen Xuan Thanh, Public Policy Lecturer, Fulbright School of Public Policy and Management (FSPPM)
Nguyen Xuan Thanh has twenty years of experience in teaching, designing, and implementing development policies in finance and public investment. At Fulbright University Vietnam, Thanh teaches at the Fulbright School of Public Policy and Management. Nguyen Xuan Thanh also is a senior fellow at the Ash Center for Democratic Governance and Innovation, Harvard Kennedy School (HKS). Prior to joining the Fulbright School, Thanh served as an official in the municipal government of Ho Chi Minh City. Thanh's research interests are banking, public investment, and infrastructure development. His recent and ongoing research projects include financing infrastructure development and cross-ownership in Vietnam's banking sector.
At the Fulbright School, Thanh teaches courses on Introduction to Public Policy, Local and Regional Development, Appraisal of Public Investment, and Leadership in the Public Sector. He also teaches regularly in the Fulbright School's executive education and participate in policy dialogues with public sector agencies in Vietnam and Southeast Asia.
Thanh earned a B.A. (hons) in economics from the University of New Delhi, an M.S. in economics in finance from the University of Warwick, and an M.P.A. from Harvard University.
