Mylene Celestino Capongcol, Assistant Secretary, Philippines Department of Energy

With nearly four decades of experience in planning and design, advisory services, policy development, and project management, she has been instrumental in driving development strategies and reforms in the power and renewable sectors, including the country’s total electrification program.

As the DOE Assistant Secretary, she primarily oversees the development and execution of critical and innovative policies, plans, and programs aimed at promoting and accelerating the exploration, development, and utilization of Renewable Energy (RE) resources in the country. Assistant Secretary Capongcol has championed new and emerging RE technologies, such as Offshore Wind Development, and introduced innovative RE policies for electricity end-users. Her efforts have led to the issuance of policies and guidelines that have opened up investment opportunities, facilitating greater penetration of new and clean technologies.

Assistant Secretary Capongcol has also played a key role in developing the Smart Grid Policy for the Philippine Power Industry, which paved the way for the creation of an Inter- Agency Steering Committee tasked with developing and formulating a comprehensive and holistic Smart Grid Policy Framework and Roadmap for the Philippine Electric Power Industry.

Alessandro O Sales, Undersecretary, Philippines Department of Energy

An experienced petroleum explorationist with over forty (44) years’ experience in all aspects of operations geology, petroleum basin evaluation and management and implementation of various technical programs. Prepared numerous basin/prospect evaluations, well prognosis and planned, coordinated and implemented numerous geological projects. Conducted numerous evaluations of diverse types of basins in the Philippines and Southeast Asia region.  

Since 20025, formulated, managed and implemented the oil and gas exploration and production programs for The Philodrill Corporation. From September 2022, with the Department of Energy as Undersecretary supervising the upstream and downstream oil and gas and coal industries through the Energy Resources Development Bureau (ERDB), Oil Industry Management Bureau (OIMB). He also currently serves as the Permanent Alternate Chair of the National Biofuels Board and the Philippine National Oil Company (PNOC).
